Vice President Asset Development, The Delaware Municipal Electric Corporation, Inc.

January 2017- Present

  • Utility asset development and supervision activities which include request for proposal development, bid evaluation, budgeting, and infrastructure coordination for smart meters, substations, renewable energy and battery systems​

  • Performing renewable energy generation forecasting and planning 

  • Designing and implementing the Municipal Renewable Portfolio Plan (MRPS), Energy Efficiency Program, Demand Reduction Program (Power Savers)

  • Developed corporate renewable energy annual budget and successfully increased renewable energy growth while saving customers ~$20M in compliance costs

  • Developed solar renewable energy installations in the cities and towns of: Newark – 230 kW DC, New Castle – 29 kW DC, Smyrna – 1,500 kW DC, Clayton – 4 kW DC, Seaford – 688 kW DC

  • Developed a Commercial Renewable Energy Block Program and successfully helped commercial customers meet renewable energy targets

  • Generate Annual Energy Portfolio Climate Profile

  • Conducted internal reporting and external reporting for federal, state, and local entities

  • Managed the municipal green energy incentive program for renewable energy projects

  • Created the first utility led community solar program in the Mid-Atlantic Region

  • Implemented pilot LED Street light retrofit program for four Delaware municipal electric companies

  • Advanced municipal utility goals through participation in state working groups and agencies by ensuring fair and equitable allocations of renewable and energy efficiency funding and policy obligations

  • Created evergreen education initiatives to impart the benefits of energy efficiency, reliability, and conservation to utility customers through community exhibits

Energy Program Planner, The State of Delaware

November 2005 - December 2011

  • Directed Delaware’s three utility green incentive energy programs and oversaw the growth of installed renewable energy capacity from half a mega-watt to over ten mega-watts in 5 years

  • Crafted legislative policies that granted more unrestricted access to customers who wanted solar and wind systems, expanded net energy metering opportunities, enhanced green funding flexibility, increased renewable portfolio standard requirements, and provided funding for solar education

  • Developed and revised new and existing green energy regulations to support new markets (e.g. energy auditing services) which tripled Delaware’s energy efficiency contractor base

  • Directed the educational outreach and marketing efforts of the Delaware Energy Office and oversaw Delaware’s premier green education and contractor event, The Green and Healthy Living Expo, for four years
